  1. David Miliband MP, In the conduct of a "legaly prosecuted war" why is killing an enemy combatant not an abuse of his human rights whilst torturing the individual if captured is? The implication of this is that an individual's human rights have a context. Do you feel there are any human rights which are totally without context and if so what are they?"
