, Whilst I don't dispute that encouraging more cycling in the capital is a good idea, do you think the 'pay-as-you-go' scheme would realistically encourage non cyclists to ditch other forms of transport. How sustainable do you think the scheme will be once the novelty wears off and will systems be in place to ensure users ride responsibly and understand the rules of the road?
